The Philippines and Malaysia have reaffirmed their commitment to deepening bilateral labour ties and enhancing regional co-operation to address evolving workforce challenges across Southeast Asia.
Following high-level discussions between officials from the Philippine Department of Labour and Employment (DOLE) and Malaysia’s Ministry of Human Resources, both nations agreed to align their national labour policies with key regional frameworks.
Endorsement of ASEAN labour outcomes
According to the DOLE, undersecretary Carmela Torres led the Philippine delegation during bilateral meetings on August 25, seeking Malaysia’s support for major Association of Southeast Asian Nations (ASEAN) labour outcome documents.
The proposed initiatives focus on enhancing labour market resilience, promoting fair and ethical recruitment practices, ensuring occupational safety and health within the informal economy and strengthening labour inspection protocols in the fishing sector.
The Philippines extended an invitation to Malaysian officials to attend the 2026 ASEAN Green Jobs Forum, which Manila is set to host.
The event aims to foster regional dialogue on sustainable employment and support workers transitioning towards environmentally conscious industries.

Shared perspectives on workforce transition
The bilateral talks also provided a platform for both countries to share national practices regarding workforce development and social protection mechanisms.
Discussions covered Malaysia’s national energy transition roadmap alongside its statutory framework designed to safeguard gig economy workers.
Malaysia, in turn, expressed keen interest in exploring formal partnership agreements concerning the structured recruitment and deployment of domestic workers, ensuring that rights-based standards remain central to bilateral migration channels.

Mutual commitments to regional resilience
The meeting underscored both nations’ shared commitment to using ASEAN platforms to protect worker welfare and build adaptive labour markets amidst shifting global economic dynamics.
The Philippines noted that continued collaboration between Manila and Kuala Lumpur will play a crucial role in advancing ASEAN co-operation on labour and employment.
The Philippines and Malaysia are part of the 11-member regional bloc, which also includes Brunei, Cambodia, Indonesia, Laos, Myanmar, Singapore, Thailand, Timor-Leste and Vietnam.
