Egypt secures Category 2 seat in ICAO Council

Egypt’s civil aviation minister, Dr Sameh El-Hefny, expressed his delight in the nation’s accomplishment after the International Civil Aviation Organisation (ICAO) Council granted it a Category 2 seat.

The minister said that Egypt’s election to the ICAO Council is evidence that the international community recognises the country’s innovative role in advancing the global air transport industry.

El-Hefny also said in the statement that the political leadership of Egypt, which has made modernising the civil aviation industry a top priority and a fundamental component of Egypt’s Vision 2030, would not have been able to achieve this success without their steadfast support. 

He also declared that Egypt is now a crucial ally in determining the direction of international civil aviation policy.

The ICAO Council

The chosen states will form the 36-member Council for a three-year term, according to an ICAO statement, reported by Egypt Today. 

Argentina, Colombia, Denmark, Egypt, India, Mexico, Nigeria, Saudi Arabia, Singapore, South Africa, Spain and Switzerland are among the nations elected under Category 2 (Part II). 

It comprises of states that, although not elected under Category 1, “make the largest contribution to the provision of facilities for international civil air navigation.”

A feat for Egypt in international aviation elections

Egypt’s expanding record of international achievements in the sector was further enhanced by the election. 

According to the Ministry of Aviation’s statement, Egypt has achieved its highest-ever ranking in one of the most important international aviation elections, demonstrating both its industry leadership and the confidence of the international community in its ability to have a significant impact on the direction of air travel.

Meanwhile, Egypt demonstrated its commitment to improving aviation safety, security and sustainability in August 2025 by reaffirming its adherence to the ICAO’s strategic plan through a number of declarations and actions. 

In keeping with Egypt’s Vision 2030, these initiatives also placed a strong emphasis on fostering regional co-operation and the growth of the aviation industry, solidifying Egypt’s standing as a major international aviation hub.

The election was held at the 42nd session of the ICAO General Assembly at its headquarters in Montreal, Canada.
