Philippine president Ferdinand Marcos Jr. has stressed the need to implement stronger measures in order to protect the nation’s seafarers amid rising geopolitical risks and the technological advances confronting the maritime industry.
Profound changes in the maritime sector are underway due to the rise of new technologies that are transforming ship operations, while digitisation is dictating the skills required by seafarers onboard ships, the president said in a speech at the 2026 Philippine Maritime Convention at The Manila Hotel.
Marcos moreover stated that relevant government agencies should ensure Filipino seafarers are properly protected and prepared as they continue to be exposed to risks beyond their control, particularly security incidents, armed conflicts, attacks and geopolitical tensions.
President highlights government efforts
Despite the increasing risks facing its seafarers, the Philippine president noted the government’s efforts to strengthen systems for seafarer protection and support, including compliance with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers.
Marcos told guests that the Department of Migrant Workers has signed the 2026 DMW Sea-Based Rules and updated Standard Employment Contracts for Overseas Filipino Seafarers to enhance their protection and accountability.
The administration also established a dedicated seafarers’ welfare centre that provides welfare, training, healthcare and legal support to Filipino seafarers and their families, he said, adding that the DMW and Overseas Workers Welfare Administration have heightened safeguards for seafarers and strengthened emergency repatriation capabilities.
The president likewise spoke about the government’s Full-Cycle National Reintegration Program, which continues to support seafarers after they return to the country by providing livelihood opportunities, wellness support, financial literacy and other assistance tailored to their needs and skills.
He noted that Filipinos account for nearly one in every five deployed seafarers worldwide, making the Philippines the world’s leading seafarer-supplying country.
In closing, Marcos called on stakeholders to ensure that every Filipino who sails under the flag or represents the country aboard an international vessel carries the confidence that the Philippines stands behind them.
