Timor-Leste’s accession: A defining moment for ASEAN

A new chapter of regional collaboration is set to unfold as Timor-Leste prepares to become the 11th member of the Association of Southeast Asian Nations (ASEAN) this October.

This significant development, made during Malaysian Prime Minister Datuk Seri Anwar Ibrahim’s diplomatic visit to Dili, signals a profound shift for the young Southeast Asian nation and the wider region.

The formal induction will be celebrated at a high-profile assembly of global dignitaries in Kuala Lumpur, the current seat of the Southeast Asian Nations’ leadership.

Historic feat for regional solidarity and prosperity

Anwar emphasised that the move underscores ASEAN’s enduring openness and adaptability, as it welcomes new members who are aligned with its principles of peace, stability and collaborative efforts.

He added that Timor-Leste’s entry to the bloc serves as a reminder that the unity and strength of ASEAN are cultivated through continuous dialogue, perseverance and a shared sense of responsibility among its members.

“The accession of Timor-Leste to ASEAN will be of immense benefit to us all,” the Malaysian premier told a press conference after a meeting with Timor-Leste President Jose Ramos-Horta.

“We will certainly have a big celebration for your accession to ASEAN in October 2025,” he said.

Key priorities for ASEAN collaboration

During the high-level discussions, Anwar and Ramos-Horta explored critical areas including commerce, capital investments, tourism promotion, educational exchanges and defence collaboration.

“Our discussions have been a warm, constructive focus on the future as we prepare for our historic accession to ASEAN in October in Kuala Lumpur,” Ramos-Horta said.

He affirmed his government’s commitment to working closely with Malaysia and all ASEAN members to fulfil his country’s remaining milestones on its path to full membership.

Meanwhile, Anwar also met with Timor-Leste Prime Minister Kay Rala Xanana Gusmao, during which they highlighted the new air services and visa-free arrangements to ease travel for citizens of both countries.

Gusmao personally thanked Anwar for “strongly and consistently” supporting Timor-Leste’s development and ASEAN aspirations.

“We share common views on regional and global issues, including peace, democracy and Palestine, where we stand united in calling for an end to violence and respect for international law,” the official said according to Malaysia’s national news agency Bernama.

Balancing progress with challenges

Born from a protracted struggle for self-determination, Timor-Leste emerged as an independent republic in 2002 after decades of occupation.

The country’s push for ASEAN inclusion dates back to its initial formal request in 2011.

Its journey toward full integration with its regional neighbours has been a testament to its unwavering resilience and determination.

Despite the optimism, Timor-Leste still faces significant challenges, including economic inequality, malnutrition and unemployment. 

These issues were recently brought to the fore by protests against a controversial plan to purchase luxury vehicles for parliament members, underscoring the need for equitable development and good governance.

The ASEAN bloc, which commenced with five founding states in 1967, has steadily expanded its membership, with Cambodia being the most recent participant in 1999.

The upcoming Kuala Lumpur summit is expected to garner considerable international attention, notably with the confirmed attendance of former United States President Donald Trump.

Timor-Leste’s impending integration into this influential alliance marks not just a historic feat for the nation but a reinforcement of regional solidarity, promising enhanced collaboration and shared prosperity across Southeast Asia.
